Background/Baseline Air Quality Determination and Proposed Interim Baseline NO2, SO2, and PM2.5 for Fort McKay

Fort McKay undertook a study to identify and apply methodologies to estimate the baseline air quality that would exist in the community in the absence of oil sands development emission influences. Nine baseline estimating methodologies were identified and two methodologies were selected for use in baseline estimation for sulphur dioxide (SO2), fine particulate matter (PM2.5), and nitrogen dioxide (NO2). The following “full report” summarizes in detail the approaches considered for baseline estimating, the evaluation and assessment of the temporal and wind speed factors that were evaluated and the results of all these assessments and the final by hour of day, by month and by year baseline estimates that were used to estimate single hourly baselines and seasonal (warm and cold) baseline hourly estimates. Summaries of literature based baseline estimates are also outlined.
